SPHRi Exam - candidates
New delegates join the SPHRi course in Moodle first - Add from Moodle then creates the candidate record from the course roster, already linked to Moodle. Confirm checks each unconfirmed candidate against Moodle (enrollment in the bound course + final exam score). Candidates who are not on Moodle yet stay unconfirmed.
